Event A3 Entry Condition

Mn + Ofn + Ocn - Hys > Ms + Ofs + Ocs + Off
M=measurement, Of=freq offset, Oc=cell offset, Hys=hysteresis, Off=A3 offset

The UE reports A3 when neighbor cell quality exceeds serving cell by more than the configured offset plus hysteresis.
